Bolt Stuck on Truck's Water Filter

The garage my HB truck is at can't get the bolt unscrewed on the water filter. They have tried a lot ways, but it still won't come off. Any help out there? Please, this is his work truck.

There is a show on TV that restores old machines to new and when they have a stuck bolt they take a blow torch and heat it up. Something about that causes the screws to loosen. Good Luck and hope you get it fixed.
