I have a pair of finches and 2 chicks, they are about 8 weeks old. Can I move them to a bigger cage?

This shouldn't be a problem. You might want to leave them where they are for another few weeks before moving them. Just keep an eye on them and make sure there is no social issue with the parents. If you see the parents wanting more space then it is time to move them to their own cage.
