What is your natural hair colour? You said it will not dye. What have you tried so far? If you're having trouble lifting your colour with bleach at home, I'd go to a professional.
I assume your hair is dark. You will have to lift off the brown color and deposit the blond color. This 2-step process is for professionals.
To lighten hair, it must be bleached not dyed. Bleaching removes color which results in lighter hair. Oftentimes it also results in damaged hair, which is why I would strongly recommend that you do not do it yourself. Depending on how dark your hair currently is, if you bleach it yourself you may end up with not only damaged hair but also orange hair.
I think you had better check with a hair dresser before you attempt to do any thing yourself.
Please don't try this at home. You really need a hair professional to color your hair blond. If you have dark hair and try to color it blond you will end up with red or orange depending on your color. My granddaughter has dark hair and tried to do this at home.
Hopefully, you have not tried too many ways to lighten your hair as too much over a short period of time will make it almost impossible for even a professional to fix/repair.
It is expensive to have a professional do your hair color but even so it is much safer and you may not wind up with a weird color or even ruin your hair. If you cannot go to a professional right now then I would suggest you do nothing else to your hair and wait until you can see a professional.
