To easily remove mascara, even waterproof mascara, wet a washcloth, put on a small amount of lotion to one small area of the cloth, and wipe off the mascara with ease.

You have to be very careful what type of lotion that you use near your eyes. Make sure it doesn't contain anything that can irritate eyes.
I use baby oil on a cotton ball to remove mascara. Works well and does not burn.
I've read that baby oil is just mineral oil with perfume added to it so maybe it would be better to just use plain mineral oil since it's around your eyes.
