Eligibility for Survivor's Benefits?

My brother passed away on January 16, 2012. When I turn 62, am I allowed to collect survivor's benefits.

Under normal circumstances, siblings are not eligible. Here's a link to the official Social Security Administration survivor benefits info: socialsecurity.gov/.../EN-05-10008.pdf

I have never heard of anybody collecting survivor's benefits from a sibling, no matter the age of the siblings. I have only ever heard of widows/widowers and minor children receiving survivor's benefits.
