If I use flea bombs to kill the fleas in my apartment will the fleas migrate over to the other apartments in my housing unit?

I been telling then, they came and only apply glue , stated he dont see any thing, they are flying at night and while I'm working, at home eating my ankles, jumping in my hair laying eggs. Cut my hair .when to hotel for couple of day sleep great , return started biting the back of my legs .worst what can I do
