Yes there is a big difference between a cloak and cape, especially for re-enactors. http://www.eg.bucknell.edu/~lwittie/sca/garb/cloak.html has a very good pattern and directions.

According to the dictionary there isn't that much difference between a cape and a cloak. Sometimes the cloak has sleeves, but it said not always.
