Have you considered talking to corporate sponsors? Local businesses may appreciate the chance to put up a banner or have their name on a program (if you're planning a series of events). Alternately, if you're going to give a speech, that's another chance to recognize and thank local businesses who contributed to the event. By approaching restaurants and other such providers to contribute goods instead of money, you could also minimize your expenditures.
