I have heavy clay soil and the grass I have does not seem to like it too much. The fescue died off, but the Bermuda zoysia mix seems to hold up, but it is still taking a strain in the clay soil.

Dig holes and get some black sand and put a little sand in the hole and plant the grass and it well catch up and creep.
I also live in the Central Valley and know the problem all too well. We had to resort to spreading gypsum, dried cow manure and compost over the whole yards twice a year, every year. It's a lot of work but it has paid off and has cut back on our watering drastically. We have perennial rye grass in the winter time and experimented with others in the summer.
