My sister is 61 years old and on disability. They shut her water off. She has water leaks. She owes a $300.00 water bill, but doesn't have the money to pay it. How can she get help? Thanks.

The utility company would be a great place to start. Many utilities (power, water, etc) offer assistance programs or other resources for people that have difficulty paying their utility bills. If not, they will know who might be able to help.
