Hibiscus Has Tiny Flowers

Something seems to have taken over my flowering hibiscus? I saw it beginning last summer. Instead of beautiful blooms it has these tiny green buds that bloom a tiny white flower? It comes from the hibiscus stem at the base. So strange. I cannot figure out what is happening.
