I have din trying the government and goes to the Windows sites. I have bin Last year if trying a case worker and she weathered that I thought they're would like to do for your house to save energy and I ever pay a small Amount to a company that where hard to do. Case worker said it all right. So it never got done . Now back too looking again. There was people that helped my two houses up the street from me. From the out side of town. I am on Disability and my husband disable and we are trying to raise our two teenage grandchildren of my deceased Daughter that lost in 2005. My Father passed May of 2016. We had to move in his and it need a lot of work to it.
Check with your local churches. There are work groups in the summer that help low income, seniors and disabled people for free. Some will even provide the materials. Usually they have 1 to 3 work camps to teach the, as well as adults working with them.
