Janome 9000 Fails to Stop?

My Janome 9000 keeps stitching a few licks after my foot is off the pedal. The repair man says the pedal and wire test OK. He offers no solution, but suggests a new machine.

Has it always done this? I have an Elna which does the same thing, it is a lockstitch feature on my machine, stitching a few very small stitches at the beginning and end of a seam, instead of having to backstitch manually. Check your manual, it is something that can be turned on and off if I am not mistaken (haven't had the opportunity to sew in a while). That would explain why everything tested ok when you took it for repair. Maybe it was turned on by accident.
