Lilac Hardly Flowers?

I am having problem with a lilac tree. It's several years old, but only puts out about four to six blooms each year. The tree is about seven feet or more tall and we have given it general fertilizer, but flowers still are few. Any help in how to produce more flowers would be greatly appreciated.
