Mower Won't Start?

My 18 hp Briggs turns slowly and won't crank. It has a new battery, starter, and solenoid. It has low voltage on the cable at the starter when turning the key to start. However when the cable is unhooked from the starter and I'm turning the key the voltage is good. I bypassed the cable and went straight to starter from solenoid.

You have a short in one of the cables and it needs to be replaced. Use your volt meter and test the cables and lines. Find out which one is giving you the low voltage and replace it.
