My dog at a pair of my girlfriend's panties and hasn't pooped them out yet. Now everytime he eats he just throws the food back up instead of the panties. Is that a bad sign?

Your dog is vomiting because his intestines are blocked. He is in a great deal of pain. If you do not take him to the Vet, he will likely develop an infection where his intestines are blocked and the intestines will rupture, killing him.
Take the dog to the vet immediately! He is in serious trouble. The fabric will not be digested, as you seem to think.
Get him to the vet now - he's in urgent need of help - if he doesn't get it he may have a slow painful death. If you love him, help him.
