New Vinyl Tiles Over Old Floor Tiles?

We are replacing our carpet with vinyl boards. The carpet that has been in there is approximately 23 years old and has a lot of pet urine and spills of all kinds in the carpet.

My question is, under the carpet are square tiles of some kind. They are approximately 9 by 8 inches square and they are thin. They glued them down with a black adhesive of some kind that they troweled on. Can I paint Kilz on that or do I just wash it with bleach?

We have done this several times.
Wash the old tile with bleach and if there is still smell, paint with kilz. Then lay down your vinyl. Works well and adds a little extra 'insulation'.
