Our power went out from an ice storm. Now in 2 rooms my outlets work, but the light switches in the same room do not. I have flipped every breaker in our box, but the light switches are still not working.

You need to find your power lead coming in to room it may come to outlets first then feed switches could have bad outlet not allowing piwer to go through to switch but the outlet will still work syart by finding where lead wire comes into room
You could have a tripped GFCI
