Is it possible to use shelf paper on a desk, if it's wood with like a plastic feel to it? Will the paper stick? I want to resurface my desk shelves and also paint the desk.

Yes, it's pretty much like contact paper. Just be mindful of wrinkles.
You can also get peel and stick tile sized stickers from the home improvement stores, and peel and stick flooring tiles, too.
Good luck. But I have to add that painting the whole thing, then getting a piece of plexiglass for the top might be nicer in the long run.
