Receiving Shock from Porch Light?

A line was run from an exterior porch light to a new plug in conduit. I am receiving a low voltage shock from the exterior box even when the porch light power is turned off.

Obviously, not hooked up correctly. Call an electrician, and if an electrician did the first job for you, call a different one. The first one has made a major error.

Two things, at least, are wrong. The conduit system is not grounded. All metal components should be tied to the ground (green or bare wire) which goes back to the panel.

The hot wire is touching the ungrounded metal and is shocking you. If grounded, this would cause the breaker to trip - a safer situation. Or the neutral wire is touching the ungrounded metal and you are become a part of the circuit, receiving a shock.
