Repairing a Jacuzzi Tub

I have an old Jacuzzi jetted tub. I bought it second hand. The back jets do not work. I noticed that the hoses used to be held up high on the structure using some kind of goo. The hose hangs down a bit. Is this the reason the jets don't work? They are the only jets that don't work. Jacuzzi has never answered me, only tried to sell me new tubs. Could someone advise me, please?

Anytime you combine water and electric, it can be dangerous. I would call a repair person.
