Stove and Dryer Wiring Not Working Properly?

We have a brand new stove and newer dryer. We installed them in a completely rewired home. The cooktop on the stove comes on, but none of the electronics. The service guys say that the 220 comes in to the outlet, but comes out 140/50. We have the same problem with dryer, but the electrician says the 220 is wired properly. What could be the problem?

So, you are telling us that the service people from the store, a qualified repairperson says that the stove and dryer work properly, and that the problem is the outlets. And your electrician says the outlets are perfectly fine. Is that the story? If so, I would call a different electrician, as it is highly unlikely that both appliances would be defective, especially if one is brand new. The problem must be with the wiring, and if this electrician can not figure it out, perhaps you need a second opinion.
