The "best" party will be the party people have the most fun at. If you have good friends, good music, and good food, people will have a good time. If the weather is nice, have it outdoors. Make sure there are some games with prizes, and have some party favors for them to take home.
depending on the budget, it would be fun to do something unusual, that you knew everyone would like and would be safe or whatnot.
At that age, it's hard to tell, but something like a bowling outing, or a special movie, or a nature expedition. FOr instance I live near white water rafting - a great party, if it could be afforded, would be to get a select few and go white water rafting.
If there's a budget, then i think even at that age nothing beats a good old fashioned theme or costume party. I know the Twilight thing, for instance, was popular for a while. Maybe a Twilight themed party would be great
My boys loved birthday parties but they also did not like a traditional party. All of our teen parties were supervised by several adults (just supervised).
Here are some suggestions some parties we have tried that turned out great and others they have attended. Some of these may be outside your budget or the actual places may not be available in your area but maybe they will give you some ideas:

Karaoke a family place
Rock Climbing indoor area
Miniature Golf great fun if the course is fun
go kart track everybody loved this but signed adult permission is usually required
BBQ outing with an outdoor movie (we borrowed equipment from church)

Get you a theme for sure! All the Saturday Night Fever is coming back with the John Travolta look. Have guests dress up like the Era of the movie and have snack foods and music to go along with movie! Hopefully your friends like the idea! You might even have someone that can dance like they did.
