Sift and set aside: sugar, flour and salt. In saucepan, put: water, oil, cocoa and margarine. bring to a boil and pour over first mixture. Add eggs and beat. Add baking soda, buttermilk, vanilla and mix thoroughly. Pour into 15x10 pan and bake 20 minutes at 350 degrees F. Frost while warm. For frosting: Put in saucepan and bring to a boil: margarine, milk and cocoa. Then add powdered sugar and beat. Add vanilla and blend in.
