Training a Puppy to Poop on Puppy Pads?

I was wondering if you could give me some tips. I have a 8 month old pup. She is a great dog, but she hardly does number 1 when she usually makes it to her wee-wee pad, but when she does number 2 she goes wherever she is. We take her outside, but I think she is confused and thinks it's play time ;-(. Please help.

Pad Training a puppy

Puppies need to go 8-10 times a day. They need to go after eating, drinking and playing
Watch for body language that your puppy needs to go
Have a key word you use like,"potty". Be consistent
Crate the dog or use gates. Puppies can't have full run of the house.
Praise your dog when he goes.
Don't punish the dog for accidents.
