I have an outside outlet, not a GFCI, that got wet. The outlet is burnt. I replaced the outlet with a new one, but there isn't any electricity to the outlet. I flipped the breakers and nothing still happens. Any help is greatly appreciated.

Call an electrician. Apparently, damage has been done to some part of the wiring, and/or the breaker. Particularly when dealing with outdoor wiring, this is not a job for an amateur. Also, it's likely that a GFCI outlet will be required, since laws have changed in recent years. So, if you didn't put in one of those, that repair isn't up to code, and is possibly illegal (even if it had worked).
It's a lot more thrifty to hire a pro, than to incur medical or funeral expenses. ;-) (09/06/2010)
Hubby suggests that you look around the house as sometimes there is one GFCI covering a few outlets. For example, there may be one at the fuse box for the whole house, or there may be one on another outside one covering all the outside ones. Hope this is helpful! (09/06/2010)
