Using Permanent Ink in a Stamp Pad?

I want to stamp on Eva (plastic bag) bag by using permanent ink, but as soon as I fill up the ink on the stamp pad it becomes dry. How do I use my stamp with permanent ink?

After I use markers to ink up a stamp, some that I did first is dry already. I hold the stamp close to my mouth and "huff" on it with my breath. The moisture from your breath wets the stamp. My scrapbook markers are not permanent, but you might try that, see if it works. Good luck!
