Using Tea Tree Oil on Dogs?

Is it safe to use tea tree oil on my Pomeranian in his bathwater?

Though tea tree oil can be considered toxic for pets, it is considered safe at levels of 0.1% to 1%. I have to imagine that a few drops in the bathwater is well within the range. healthypets.mercola.com/.../pets-tea-tree-oil.aspx

Thanks very much for that info.
Thats exactly what I'm looking for.
But .1% to 1.0% per what?
1% per GALLON of ingested material?
1% per PINT of material?

1% per BATHTUB of material?
I ask this because i had some on my skin, diluted at a 4parts vegetable to 1 part tea tree, and he took a very quick, brief lick.
He's ok this next day, but how worried should i be?

I would not give my dog anything without discussing it with the vet.
