A friend of my mother's handmade a 3 foot tall Clark Gable doll for me. He is wearing a beautiful tux with tails and has a top hat. He is beautifully made. How do I value something like that? I just see price guides for manufactured dolls.

Hi - do you live in or near a large city?
Try taking the doll to local antique or up scale consignment stores as this would be the most likely place to sell something like this.
You could also try selling on eBay or one of the other sites that have things like this for sale.
You may have some luck finding a Clark Gable or Gone with the Wind buff - this may be of value to them.
Sadly, this may be more valuable to you than to than to a stranger.
