He is 6 1/2 months old. I think it's a mix of Border Collie and Labrador Retriever, but in my region the Labradors and Collies are ultra rare.

I think it is a sheltie mix. I don't see labrador.
The fluffy ears make me think of Spaniel breeds - like a Brittany Spaniel... It's hard to know without doing a blood test. I have a friend who is a vet and she said all they can do otherwise is just guess (and that sometimes the breed DNA test results surprise them)
