I am trying to adopt a dog, however the person that is giving away these dogs has no idea what breed they are. I am only interested in whether they are a small breed, as I live in an apartment and do not have room for a big or medium sized dog.

Without the age of the pups it is very hard to make a guess.
If you only have room for a small dog, I would suggest getting a puppy from someone who has both parents for you to view. These pups look like they could get larger than you want.
