Yes, if your dog is a Chihuahua mixed with Dachshund, that combination is called a Chiweenie. They are great little dogs! My cousin has one and he is her baby!
As for the spots on the skin under the fur, many dogs have those.
It is just pigmentation of the skin. If you are concerned, you can ask your vet about it. But I have seen many different breeds of dogs with those spots.
