Her tail curls up, has a build like a Greyhound, but she is the size of maybe a Lab. I figured she is some sort of hound.

She looks a lot like my neighbor's dog. He says that his dog is a Greyhound/Lab mix.
I know that his dog runs like the wind and is super smart. She loves everybody and never meets a stranger.

I doubt your dog is a Greyhound mix because it's snoot is too short and it's too small. However, it could be part Whippet, which puppy mills cross breed a lot. A Whippet is about the height of a Retriever, runs fast and are sweet loving dogs. Why don't you Google the breed and see how many matches you get for your dog?
