You have a type of palm, and it is attempting to propogate. You can safely cut this off next to the stem. Your plant looks healthy to me.

Actually, what you have there is a dracena, of which there are many varieties. I'm posting a link to a good source of information with pictures, the article has links at the bottom of the page to several extension service website that have a lot more information.

It's a type of Dracena, a houseplant. Yes, the growth is perfectly normal.
