What kind of snake is this? I saw it this morning and he has not moved. I'm not sure whether it would be a diamond-backed water snake or a venomous Western Pygmy rattlesnake.

Well from what I can tell it looks like he has a spear shaped head, that being the case Im going to guess that he is definitely a venomous snake of some breed. It depends on your demographics as certain snakes tend to be from certain areas but I wouldn't think you are far off in guessing he is a rattlesnake.
