Daschund Losing Hair

I have a female dashound that is loosing her hair in spots and it isn't ringworm or mange. She itches all the time and scratchs all the time. Does any one have any ideas on what it could be? We give her bathes in dog shampo and she's well taken care of. Spoiled rotten.
