Dog Doesn't Like to Stay Outside

My dog doesn't like to stay outside when I have to go to work. Does anyone have any tips? He is an inside dog and I bring him nearly everywhere I can but have no choice during the day when I need to go to work, he has to stay outside. When I am home he stays outside but as soon as he knows I have to go out and he is not coming he is not happy and is starting to growl and bite. My Dog is a Moodle that will be turning 1 soon.
