Puppy Will Only Pee on Newspaper

My son got himself a 10 week old collie from a farm. The dog was never trained and was kept along with 5 other pups in a barn. When the dog was taken home it peed on a newspaper within 10 minutes, ever since we cannot get the dog to pee outside. It does not help that my son lives in an upstairs flat.

I have taken the dog for 2 or 3 days at a time to try and help. I've had the dog out in the garden for more than 3 hours and you can see quite clearly she wants to go. Eventually giving up we go inside and within minutes she pees on the paper. This is a regular occurrence. Originally the dog was very timid and petrified of noises and anything that moved but it is more confident now. Can someone please help?
