Making a Fabric Wastebasket Cover

I am looking to make a wastebasket cover for a cylinder shaped container and keep getting the dimensions wrong. Easy, I know, but I am dyslexic and having problems cutting the fabric to size. The base is 22cm, height 27cms and top diameter 27cms approximately. Any tips appreciated.
