use the original box that the shoe come in and then take a picture of the shoes. tape it to the outside of the shoe box that way you can stack them on top of each other and just pull the one out you want!

I use original shoe boxes or plastic shoe boxes to store off-season shoes, an over the door bag for current season dressier shoes, and decorative baskets (like waste basket size) in the front hall and bedroom closets for gym shoes, sandals, slippers, etc.

Plain low shelving, shoe depth and as long as you need(!) - you could butt join/glue and nail some small squares of wood, approximately 10" x 5", to the ends of a 10" plank to give you 2 layers, floor and shelf top. This would be simple, cheap, could be painted or stained and sealed to match your decor, and would allow you to see the back of each pair of shoes on the bottom layer to find what you're looking for easily. You could add shelves to accommodate more shoes - just the same thing again balanced on the lower shelf. If you don't want to do woodwork joints you could just use something else to support each plank of wood - for a rustic look bricks, for a more contemporary look thick glass bricks, or books, or contac covered shoe boxes, or anything your imagination can come up with! Having tiered shelving will allow you to store your favourite shoes on top and it will soon become obvious which shoes you never wear and can dispose of.
I have a set of open shelves in my bedroom and store the 3 pairs of shoes I wear most of the time under the bottom shelf. The other pairs are in a zipped storage container under the bed.

I am going to try to find strong, divided corrugated boxes in the right dimensions, maybe what some bottled products come in. These would be modular and stackable and open. - Karen

Why not sew one? You could use a large piece of fabric and sew loads of pockets on to it. Make them all different sizes for all kinds of shoes.
Make a channel at the top to thread a broom handle through (or similar) and hang on the back of the closet door! You could use all kinds of different funky material! You could use this idea for more than just shoes!
