Painting an Fuel Oil Tank

I need to paint my fuel oil tank. Fuel oil was recently spilled on the tank so new paint won't stick. How do I clean the oil off of it before I paint it?

Dawn dishwashing detergent is used by public works to clean up fuel oil from pavement.

My husband who delivers fuel suggests easy off spray it on and then rinse it off quickly.

how about undiluted dish detergent?

Here are some options:

use a laquer thinner on a rag and wipe off.

Use a carwash soap or liquid soap with a grease cutter in it.

OR go ahead and paint it with an oil based paint,
this way it will stick and future stains will wipe off.
