How do I get a stuck light bulb out of a socket?

The candelabra socket may have broken. I see about 1/2 of what I think is the socket. I splayed with a cleaner. The while thing turns anti-clock wise, but I do not think that the socket is turning to whatever remains of the black plastic bulb holder.

First: FLIP THE CIRCUIT BREAKER TO "OFF".

If the globe revolves and the base doesn't, you may have to break the globe and use the 'potato method'.
