HOT WATER BASEBOARD & DOMESTIC HOT WATER: the heating pipe (can't think of the name) that is inside the boiler for the domestic hot water gets filled with calcium etc. In the old days they used to 'boil' it out, today they can't do it (chemicals) so you have to replace it. As far as I know there is NO way that you as a normal household owner can clean out the pipes. Too many things to consider. Is the water heater old? Electric coils get a build-up of minerals. When is the last time you drained the water heater to remove sediments(that' why there is a 'hose bib' at the bottom of the tank)? You could insulate the piping, but I doubt that is the problem; once hot water is running through the pipes, it will take a very unusually cold atmosphere to chill it within minutes. If so you might have to insulate the pipes so that the water does not cool off before it gets to you.
