Yes, here in the east it is just as much a crime as in CA. Unfortunately tho, the stores get by with it because so many people don't pay attention. The ones that do NOT pay attention more than outweigh the ones that do, so the fees or fines or whatever they have to pay when someone catches them at it are outweighed by the profits they've made off the people that don't.
