Excess oil on the scalp solidifies and coats the scalp. When you comb, scratch, wash, etc. the solidified oil is kicked up and causes the flakes associated with dandruff. It can be controlled with special shampoos, but it's definitely not dry skin. I changed my diet years ago to mostly vegetarian fare and was surprised that my dandruff seemed to subside. Good luck!
