Card Game: Runs And Sets

Need clarification on rules for sets and runs.

1. If a player wants to replace a joker which has been played in a run, does the player have to be on the board themselves in order to do this?

2. If a player has 6 3s can they make this 2 sets of 3s?

3. If a player has not laid down the required set, run or combination thereof, can they discard a card that could be played on the board?

The game that I use to play started with dealing 12 cards to each player. It went from 1-11.
#1. 1 set of 3
#2. 1 run of 3
#3. 2 sets of 3
#4. run of 4 set of 3
#5. run of 5 set of 3
#6. 3 sets of 3
#7. run of 7
#8. run of 6 set of 3
#9. 2 runs of 4
#10. 2 sets of 5
# 11. run of 9

Rules are easy and here are 2 ways of playing:

The hard way is; all cards that are put down can't be changed. You may not have 2 3 sets of the same card, only 1 and run only 1 suit.

Easy way; you may have 2 3 suits of the same card, same runs and can change wild cards.

5)2 sets of 4 one run of 3.
6)2 runs of 5.
7)1 run of 5 & set of 5.
8)3 sets of 4.
9)run of 10.
10)1 run of 6 set of 3.
11)2 sets of 5.
12)2 runs of 4 one set of 3.
13)1 run of 10.

point 3-8=5 points.

9-king=10 points.

2 & aces=20 points.

jokers 50 points.

13 cards to each player......enjoy

The answer is yes to all three.
The third one though, I would try not discard a card that someone could pick up to add to there runs or sets.
You run the risk of them going out and leaving you with a handful of cards
