I know this sounds weird, but I use Just for Men beard and mustache dye. It works very quickly and looks very natural (I am a redhead). Try to light brown or medium brown. I went to a site called Just For Redheads and bought mascaras in nice colors, and that's what I use to make my eyebrows match my hair. Mascara shows the individual hairs, unlike eyebrow pencil, so it looks the most like you have naturally nice eyebrows. Nothing could make me put hair dye 1/2" from my eyes!! Check out that site. Any hair dye that I have ever used has had a warning NOT to dye anything other than the hair on your head. Then shampoo and rinse 20 volume at Sallys (careful of eyeballs!) Use a Q-tip, You can not go wrong with TAUPE color, it is an ash blonde. LIGHT, MED. For the first time in my life, I have a mustache, which of course is 1000 shades lighter than the hair on my head. I'm afraid to dye my mustache since everyone who knows me know it's a dye job, so I just leave it as it is! So what if my mustache and your eyebrows don't match our hair! Wash them with dish detergent - my hairdresser left my color on too long, and that's what she used to get a lot of the color out. There have been times that my skin underneath has turned bright red but the brow is actually pretty close to what I want. Usually within a few days the color on the skin is gone. Sometimes make-up or eye-make-up remover helps but usually just time. I usually do it on a Friday night so I have all weekend to hope it goes away! Good luck!
