Preventing Moisture in Attic

How can my friend prevent moisture in the attic? She has so much moisture that a dehumidifier and temp at 70 degrees has not helped. This is a 2 room addition that was built off her main house 3 years ago. Frame and siding is the material.

How do you determine what is too much moisture and what if any damage has the moisture caused? If a new addition has been added it should have had a soffet vent which is a vent the length of the roof on the under side of the roof overhang and a ridge vent at the top of the roof. This allows air to circulate through the attic.

Also there should be no air from the rest of the house going into the attic. That means no venting into the attic such things as a vent from a clothes drier. The siding would make no difference. Attics get hot in the summer and cold in the winter but they need to be vented to the outside.
