It's obviously been blacked out as it contains private information to stop identity theft or from someone accessing personal information that's none of their business. However if the marker is on copier paper that has been written on and then gone over with a marker, you might be able to see some indention and read that. Once in a while, pencil might show through. But if it's been marked through and then photocopied and you're trying to read the photocopy, it won't happen.
