Can you take the cover off the cushion? I'd wash the cover separtely...probably by hand. I'd also put the cushion in the tub and wash it out with some detergent and put the cushion out in the sun to dry.

Full strength vinegar is said to neutralize dog urine odor, but I would remove the cover from the cushion first, if it is removable. I wouldn't put vinegar or any other liquid on the cushion unless you are sure the cushion will dry after the treatment.
